I knew it had to be an 86 or later 2.1 wbxr. Try disconnecting the Air Idle Valve or whatever you want to call it, on top of the intake manifold area .. that is often the cause of uncommanded fast idle on 2.1 wbrx.

don't do ANYTHING else until you confirm throttle switch is making contact at idle. If I had $ 5 or every one of those I've found not making contact, I'd have thousands of $.

fixed many a vanagon starting with that basic, usually neglected, test and adjustment.
