I would expect the laws are more concerned with the untrained, unlegislated handling of a part laced with heavy metal dust, than the concern for clean Ozone. How many knotheads have you watched pounding the element out of a converter in a cloud of "dust", most likely about the same amount of brake and clutch dust blowers, I would guess! :>)
