lol , the wording of this law, taken literally it means if you even take one off, like for exhaust or engine work, you can't legally 'install it' back on.,' Pretty crazy .. not likely to be a real issue for the back yard ingenious though.

next thing you know, it will be illegal to even have one 'lying around' !
