I was wrong! Hopefully the "tone" of my reply below did not come across as anything but neutral.

While in camp at Bayview State Park in Washington, I did some more testing on the faulty ECU with my digital Volt Ohm meter. (this is NOT the right thing to do but since the ECU is already damaged, I saw no issue doing so)

By setting the resistance scale higher on my meter, I was then able to see continuity between various main negative ("grounds") pins on the ECU and the ECU metal frame. This now makes sense. Especially since there's a series of metal tangs that connect from this frame, to the metal shield inside the ECU. I'd assumed the exposed metal of the ECU was ok connecting to the vehicle frame, but given the way it was fastened to the Jetta, and my (incorrect) previous meter readings, I was mislead.

If it's ok with the list moderators, I'll post some ECU circuit board images later.

The engine ran really well and got me home w/o further issue. List help has been much appreciated!
