I don't have a Bentley handy, but if I recall, isn't that restrictor pre vacuum advance on distributor? If so, does it control vacuum force (for lack of better term) to the distributor vacuum advance to keep that part from wearing out too soon? (tearing)

I wonder if one could make up a new "Y" from brass bits like this:

Likely not as the ID may not be small enough. Just a thought.
