I do not know, but any VW dealer does. The 1.4 mm orifice is slightly smaller than 1/16"; if you don't have a #54 drill handy you could likely get away with 1/16.

I really don't know. It's hard for me to understand why it's there at all.

Ah. It says 0,15 mm, which is European for 0.15 mm (aka six thousandths of an inch). That's a very very small hole, half the size of a #80 drill. It might be possible to mold a bead of epoxy around a greased strand of wire or maybe nylon monofilament. But I suggest seeing if VW has 'em before doing without or trying to build one.
