Possibly a small leak could, I'll check it. Generally when the fuel pressure diaphragm fails gas just pours into the engine though the vacuum line, sometimes to the point you get hydraulic lock because it fills the cylinders.

I'm starting to think the ECU is the culprit.

Did you check the fuel pressure regulator diaphragm and fuel pressure?

If pressure is too high, my guess is that it wouldn't cause the RPM to stay at 3K but would fuel flowing past a broken FPR diaphragm into intake cause this?
