It slows down the response of the vacuum valve that controls charcoal canister flushing, so that it doesn't instantly open when the throttle plate comes off the idle stop. And likewise slows down the valve closing when the throttle is closed. Is it to avoid a problem with bogging down from idle? That or emissions are the only reasons I can think of. Is it German aesthetics or a significant thing? I dunno.
