Not sure where that information comes from. On my '86 with AT, full throttle shift from 2nd to 3rd is well over 4000. It's been a long time since I've held it full throttle all the way until it shifts itself since I try to keep the rpms from getting too high very often. I can see the need to raise the shiftpoints for more typical driving with a higher-revving engine installed.
