Not sure if this will help what's being discussed here and though a bit fussy to fit in, this:

will fit on the luggage rack tie down on my '81 Westy.

That said, I perused a friends '85 Westy and the tie down set up is slightly different. The space between tie down and rack looks similar or possibly the same.

Caveat: the worry wart in me thinks that using something like this might stress the stock tie down. Especially since it's larger. (there is a luggage rack weight limit specified in the Westy owners manual) i.e. it's designed for straps only? Then again, many use bungees and rubber straps with hooks.

I find the above part really useful for "stringing" longer bungees/straps. It provides options for strapping things down.
