What do you think it's there for? I can tell you from experience that when driving down the road there's enough positive pressure in the engine compartment of a 2.1l to lift up an engine cover that's merely covering the hole so that it vents into the vehicle. And by lift up I mean an inch or two. I had to weight it down (I was doing some sort of diagnostic with wires running into the compartment)
