I have had the same question when using these "SAE" plugs. My thoughts are that the hot side from the power supply should be the insulated end, so whenever it is unplugged there is no chance of grounding. It is confusing when you buy when of those double ended cords at a Flaps,I have realized that they are really extension cords and not so much a tie in plug.But when you buy from a Solar place or major supplier the lone cords are always the same configuration as are surface mount plugs . I use one on my test bench and have the POS side insulated and NEG showing.
