I'd determine exactly what work is needed on the 1.9 If limited to top end (head re-seal? or?) and I knew engine history and miles, I'd take a gamble on that. I'd also consider condition of ancillary parts, especially the exhaust system. However. If I found a running 2.1 especially one with a good exhaust system, and I was doing R&R of all parts concerned, that might be a better bet.

caveat on top end rebuild "gamble": a corroded, snapped and stuck case stud(s), other studs, alternator bracket mount points at case, will likely increase the quoted price of rebuild.
