Well, that is the crowd of people that put a pump in their truck to kick a shot of diesel into the exhaust train so it will belch black smoke, and have a sign that flashes, "Take that, Obama," every time they do it.  Their preferred time to do it is when a small car with certain bumper stickers is in close proximity.
