You could make a paper rubbing to use as a pattern. You could cut some tacks and use the points in the holes to transfer the hole pattern to the front of the panel, then drill through before removing and attaching the attaching screws from the back. You could remove the driver side panel and use it as a pattern for the passenger side.

BTW, I have a couple of spares of these things that came out of several vanagons, and one of them is much longer than the stock ones. Anyone know what model the long one might have been for?
