hi .. assuming you are taking your oil pressure reading from the 'normal spot' under the left cylinder head... and using 20W50 engine oil.. that is extremely low oil pressure for a new engine.

I this point I would consider my equipment and hook-up and overall testing procedure.

and ..if you have a matching new VDO electric oil pressure gauge and sender for it, and you are reading OP under the left head on a waterboxer engine .. this does not sound good.

as stated eslewehere..at least 28 psi at 3K rpm warm. and ...I easily expect to so 60 psi at 2,500 rpm cold on a new waterboxer engine running 20W50.

even high miles 1.9 wbrx engines on which I test the OP .. it's as low as 6 psi at a hot idle.. and usually up to 60 psi at 2,500 or more rpm cold . and runs down the road at about 20 psi warm .. and that's on a 150,000 mile engine.

unless your testing method is off somehow .. it don't look too good right now I'd have to say.

if the company that supplied it was cooperative .. they'd hire a shop local to you to test the OP ..and it's the same readings you're getting .. send you another engine.
