I would start by unplugging the connector at the heater motor in the rear to see if the fuse still blows. Assuming that the problem seems to be at the heater motor, I would give the fan a push to see if it's stuck and maybe try feeding it 12v directly from the battery with some jumper wires, perhaps with a fuse included in one of the wires.
