Yes, and it's far better to cut the tab than to break the exhaust stud trying to get it out.

take it apart first ..I strongly suggest. that way you will know exactly what's what when you go to get parts.

if there is a lot of corrosion... 2 things come to mind... start spraying exhuast nuts/ studs with penetrating oil right away .. and frequently. they secure the upper tabs (they'll work just fine with only one upper tab btw ) and get badly, badly rusted in my experience.

possible rusted-through pushrod tube if you live in that kind of environment.
