My rear brakes are making a scrape-scrape-scrape sound when I engage them. Today while coasting down a hill I used the parking brake to verify that the sound is the rear drums.

I replaced the shoes and drums about 2 1/2 years ago and have put about 20,000 miles on it. At the time I had a hard time getting a Brembo drum that wouldn't pulse when braking and finally had to settle for some pulsation. I though it would wear in but now it seems to be worse.

I was looking over Ken Wilford's newsletter on rear brake inspection and he says that the any wear will be at the top of the shoes. I pulled the driver's side drum and the top 4/5 of the front shoe is shiny while the bottom 1/5 is dull. Does this indicate what the problem is?
