Thanks for all of the suggestions.  I did check for loose bolts and found
a couple loose on the RH side outer.  I'm positive they were tight at
installation and tightening them did not make the noise go away.  So I
suspect that the RH axle is the one causing the noise.  I'm going to try
swapping the axles first.
