When I was in Beijing, the traffic lights were more of a polite suggestion. The thought was, "When two rivers meet, one does not stop for the other." Green had a more slightly right-of-way, but Red still came through slowly. To cross a street as a pedestrian you had to find a group of people and then SLOWLY march across as a phalanx behaving like a car.
