I've done many of these and use a Sawsall to cut through the rubber, sleeve and bolt inside of the bracket. Just be ready when it drops!

Probably, but you'd still have metal going through the holes in the mounting brackets, so if you could not move the bolt in the sleeve, then you still couldn't get the trailing arm off nor would the car be safe to drive. At least I think I thought this last time I was staring at it in slack-jawed disbelief, blinking, at the only bolt that has ever been rusted stuck on my car.
