It's probably an Eberspacher BA6. There used to be a few pdf's of the factory service manual floating around online; Google it. The manual includes comprehensive troubleshooting information. If you don't find that manual, Google a BA4 heater, which was the version fund on the VW 412. Years ago someone scanned and uploaded my old copy and it may still be on type2.com (or linked from it).
