Is it safe to assume that springs with ~ 250K miles will be near the end of their life span?

I have spare springs of unknown mileage that look nicer (paint is better) but that might mean nothing.

I guess mileage and use are the general determining factors. Difficult for the average shade tree mechanic to measure how work hardened the steel is?
