Treat yourself to a good electronic level. Check the level of the rotor flange before removal of the arm and set it to the same after. The weld should only be a small spot weld easily ground off and a few seconds to put back. Yes it sucks to have to do rework. Folks need to give that thought when they begrudge a shop making a mark up on parts.
