It's been about a year since I worked on those things, but I'll try to remember. It is possible to separate the motor from the regulator mechanism while it's all still in the door and I think it can be done with the window down. Difficult, but possible with the right tools and determination. I believe it helps to loosen the mounting bolts for the regulator to move everything up or down a little for better access. Once the motor is out, you can turn the regulator drive by hand, maybe with a screwdriver to raise or lower the window. The window needs to be in just the right place, near the top to get the bolts holding it to the regulator to line up with the access holes.

How did you test that you have power to the motor? The +12v or ground connections may look OK with a meter or test light, but still be too wimpy to run the motor. Try substantial wires directly from the battery to the motor connector. Sometimes this approach is enough to free a stuck motor.
