First point is the idle control system can't lower the idle, only raise it. So the basic idle has to be set down to spec, and with a worn throttle body that may be impossible without adding material to the end of the idle adjust plug that obtrudes into the bore at the thottle plate and closes off the corner where the throttle plate is clipped.

Second, on the 2.1l the closed-throttle switch has to be behaving properly (and on a worn TB the adjustment changes with the motor running as the throttle plate shaft shift sideways) for the idle system to behave properly.

Yours, David ps - this isn't a Vanagon-only weird system, they used the same system on (at least) Jettas for years. The valve is the same, not sure whether the control module is.
