WA is considering allowing this, now that the Seattle metro area has the nation's third worst traffic.  I doubt it will pass, but it will someday.  We can have 60 miles of stop and go traffic on I-5 in the afternoons.  Here is the idea:

"Washington state's proposed law would allow motorcyclists to occasionally ride the stripes between cars when traffic is moving under 25 mph. Because it would be limited to traffic jams, bikers could not travel more than 35 mph at their top speed when passing between lanes."

I have to say that after  a few months near the LA/San Diego/Tijuana metroplex and spending a bit of time on those freeways.....riding a moto amongst those drivers....that takes some brass ones.  And yet,  there are a lot of bikes out there, zipping around, passing the cars that are also
going 80.....if it is not grid lock at the time.   I see no valid reason
that riders should be prohibited from splitting lanes....it's their life....and it doesn't slow the rest of us down....unless they get smooshed....that doesn't seem to happen much....surprisingly....
