I don't know if model year makes a difference in this regard, but AFAIK, turn signals and emergency flashers share the same relay.

If it were me, I'd listen to the relay and see if it's making the noise and if issue happens only when turn signals used or for both signals and emergency flashers. Issue could be due to several things.

Longshot WAG:

If your van sat unused for some time, and battery were super low, if engine was off, maybe not enough power to operate the flashers so the relay might be struggling hence the noise? Does issue happen with engine running?

In Bentley, that relay appears to have a solid state part in it. IF that relay has a PCB, parts soldered, those solder joints do fail. This happened on my fancy 99 intermittent wiper relay.
