The difference is simple.

When the car pulled up beside me in Florida I was in the lane, I was far enough to the right of the dividing line that none of my bike was over the line.

When a bike rolls up between two cars "splitting lanes" he's on the dividing line, he's in neither lane.

And BYW, I've never pulled up between two cars in a turning lane - it's too risky a turn.

Next time you stop at a light in the right lane stick your head out the window and look. Our highway lanes are plenty wide enough for two 18 wheel trucks to run side by side with at least 4' left between the mirrors. There is more than enough space for a careful rider to split lanes.

I can't imagine anyone in a car pulling up next to a motorcyclist in the same lane.

At the same time, a motorcyclist will pull up between two cars at an intersection.
