He thinks air is leaking past the throttle shaft.  He wanted to know if
blocking the metering hole in the throttle plate would compensate for the
throttle shaft leak.
I say give it a shot.  Better than paying the ridiculous money people want
for a throttle body.

Properly adjusted the throttle should not actually close off the flow. The
stop should be adjusted so that the plate wont jam shut in the bore. You
need to find out what is really wrong. Bad intake valves and worn guides can
also cause symptoms similar to vacuum leaks.
