Well, somebody screwed up, that's for sure. Suggest you try a different headlight switch before you go tracing wires. If that cures it, find out which fuse if any and let us know. And look for a pigtail fuse holder behind the panel somewhere, I have a nasty suspicion it might be an afterthought. Yrs, d
