So when you run the fuel pump, no fuel comes out of the fuel pressure regulator outlet? That makes sense to me. The engine has to be running so it can pull a vacuum at vacuum hose to the fuel pressure regulator. This pulls the diaphram which then allows the regulator to pass excess fuel through and back to the fuel tank.

Is the vacuum hose to the fuel pressure regulator ok? When engine runs briefly, does it pull air through that hose?
