Now I'm remembering that the rear ends of the bars served as the pintles for the spare tray hinges so you must remove these bars to remove the tray.  Or maybe not. Stephen

I dropped the spare and removed the tray for access and found that the bars interfered with access to the splined connector from rack to steering linkage. I could not get the rack to drop without doing this and it was only a little more trouble.  Also made for vastly more room to work under the front with that stuff out so seemed well worth it.
