It's been true for a long time that all possible quality levels can come from China. I can distinctly recall when electronic stuff from Taiwan stopped being rough and nasty -- they learned how to do it well, and have been doing it well ever since. Mainland China has been producing super-high-quality electronics since before the iPhone came out, but still produces crappy stuff too. Same with mechanical things. They can make it as good as the customer demands, pays for, and does not accept less than. If aftermarket parts vendors are selling shoddy parts it's not because good parts couldn't come from there.
