make sure there is no tension on the throttle cable !

adjust it so that it makes contact 'every time' , for sure.

Throttle cable may need lubing.

actually ...Most Vanagons get draggy throttle cable syndrome in the forward white plastic tube in the body. the way to address that is remove the throttle cable by undiing the front end of it .. then in the middle of the vans's body ...

( at the point I take the whole cable out and thoroughly lube the rear black housing part too ..i even do this on brand new cables ..so I suggest resisting the though that 'oh I'll just put in a new throttle cable ' ..that might help but is not as good as really good lubing and cleaning. )

on the front portion with the white plastic tube.....when cable is removed..blow that tube out with compressed air ..as you feed the cable back in from the middle of the van., pushing the cable towards the front ..add lots of good lube ... until the cable slides better than factory new.

I also lube the bell crank mechanism above the gas pedal .. amd make sure no rugs or crude are restricting smooth movement around the gas pedal.

there are dozens and dozens of places on vanagons that never get lubed or cleaned since the factory. and they need it, IMO.
