Problem solved! After carefully checking height tolerances between horn rim and the gray directional/wiper assembly I noticed that by pushing on the steering wheel when installed the ring and plate would make,contact. I removed the steering wheel an added a washer shim to the steering wheel shaft( .045 thick 3/4" I.d.). The shim rides with the steering wheel so no problem with friction. The horn finger reaches the ring fine. Horn works steering works directional signal and wipers work. Stewart, the horn ring was somewhat worn. I will order a new one from GOWESTY.
