It's likely coming in from the antenna, where it goes into the cockpit. The grommet there usually is rotten, and I use this material to seal it: http://tinyurl.com/n9onp8h

This is a permanently flexible moldable putty that you will find many uses for on the Vanagon. I use it under the bolts entering the pop top as well.

We (www.slowcarfasthouse.com) just passed through major rainstorm. As I was driving I felt water on my left foot. Seems to be entering all the way forward on the bulkhead in the left corner. Any suggestions for me to locate and stop this? May explain why carpet under floor mat has been damp lately.
