Teh problem is in the lock cylinder itself. I took mine out of the van and carefully disassembled it and cleaned id and lubed with tri-flow. that helped some but still was not great. I then slightly modified a few tumblers with a file to make them less exact about the shape of the key that would release them. This slightly compromises the security of the lock but I'm not worried about it.
