I have a radiator fan from a 90's VW on the bench. Connected to a 12V battery it draws 15A continuous, 25A on startup. Add to that another slightly smaller fan inside the car and a compressor which I would bet consumes a lot more power than a fan.. if that really is 30A at 12V, the Chevy Volt has a very efficient AC system.
