Bad method. Pumping just pumps air. When the pedal is up it takes some time for the fluid to flow into the master. With out bleeder checks or other tools work like this:

All bleeders closed and begin at one wheel. Open bleeder, depress pedal and hold. Close bleeder, release pedal. With pedal up you should see fluid level drop slightly as master cylinder fills. Repeat until you get solid stream while depressing pedal with bleeder open. After that success repeat for other wheel on same axle. After that success go a wheel on other axle. Then move to last wheel.

You should be good to go.

The real trick is to avoid pumping fast.

Alternatively, connect a hose to bleeder nipple, open a bleeder slightly and put other end of hose into a cup. Have hose go into cup above the bleeder. With bleeder open gently work brake pedal until fluid flows out with each pump. Continue for the other wheels.

We've changed the brake lines, and it has a newer master cly, changed in 2012.

The odd issue is that we have pressure on the pedal and pump 3 times, open the bleeder and fluid with comes out as pedal goes to the floor. Like it should.

However, the pedal is totally soft and will not have pressure until we let it set for 10 minutes or so. WE can repeat the process over and over again, with no improvement.

Any suggestions?
