Seeing that the ground wire "looks connected" isn't good enough.

The clicking indicates a good relay if anything.

If you attach a new wire from the ground stud of the fan motor to clean bare metal of the body you can test whether the existing ground is doing its job. It probably isn't. I like to permanently add a new ground wire from the motor and screwed to the body instead of relying on the weak spade connection of the stock ground wire.
