If they are actually bad, a very ordinary red LED from Radio Shack can be used. An LED must have a series resistor to limit the current. About 800 ohms or so would be reasonable. Trying to test an LED with an ohmmeter can give misleading results unless you are familiar with all the details. I don't recall if the red LEDs in a vanagon cluster have built-in resistors; if so, connect the ones you remove to a 12v source to test them. The stock blue high beam indicator is an actual bulb and can be checked with a meter in the usual way.
