That is right. I was told that I need 4 new tires to pass inspection in PA. Which is right, however I know that the spare is old and decrepid and also in need of change. From my old tires only one is actually good. So I will use that one to make it a spare and rotate the other 4 in a regular basis.

All the rims will get new valve stems in this little game of shells.
