The arm has cut into the rod and it will need to be carefully aligned to remove. It's probably easier to remove the whole assembly to work on it. You can't access the lower bolts, so pop off the lock ring and hope it doesn't break. Use a screw with a locknut if it does.

Is there anything holding the bar in there besides a screw on either side? I was hoping not to have to remove the frame but it feels pretty tight. Possibly because it's misaligned?
