I'd say no to the contact cement, at least where I live (it gets hot). I have done this job a number of times, spending at times crazy amounts on "professional" adhesives from upholstery places. It all came down eventually. What worked best for me, hands down, was professional vinyl wallpaper paste. It does not respond to heat or cold, dries flat (it sucks the covering down to the substrate as it dries) and is never exposed to enough moisture to undo it.

A second best is yellow wood glue but it is very difficult to use on fabrics without looking like you used yellow wood glue. It's fine for vinyl. It will not come down, ever, even if you want it to. You will end up recovering the panel or making a new one.

When an area peels back as it did on mine where a rear window was once leaking, I got under the edge of the panel and the peeled up covering with superglue. I wrapped that in a plastic bag folded over the edge and left flat clamps on it overnight. Problem solved. This was for just a six inch area by say a quarter inch.
