"Coolant level is fine" means that it's full or nearly full in the pressure bottle that you have to open the lid to see. The level in the overflow bottle is not a useful check on what's actually in the system, unfortunately. In theory it should be; in practice not always. The overflow bottle itself is not necessary to system operation; you could run for years without one, as all cars did for many decades.
