90 Westy, 2.2 WBX

How do you remove the blue, dome shaped cap from the coolant pressure tank?
Does it twist off like a bottle cap,or does it pop off?    I am referring to
the coolant tank in the engine compartment, not the one behind the license
plate.   My cap is really tight.   Do you fill the tank up to the very top?
