There are a number of different starters that were used on the 2WD. I think the one you want is a Bosch SR25X, 003911023EX. That is a 1.1Kw , 1.47 Hp. This change was mid-year 1987. The earlier starters were .95Kw, 1.27HP. There was also a short body version for the Syncro to clear the diff lock actuator. This change was made to help with the slow cranking issue along with the increased size of the battery cable.

Thanks everyone for the info and links to other resources. To answer your question Neil, no it happens every time -- cold start, whatever, it is consistent if nothing else. I happen to have another starter, that works just fine, and will swap that in and see if that resolves the problem.

That starter will come out of an 86 tintop that I just purchased to harvest some parts. I've got a question or two related to that but I'll start a new thread with those.
