The rest of North America is not "hostage to California standards." Air pollution due to vehicular emissions is a problem in many parts of the U.S. outside of California, places like Denver, Dallas, Houston, all up and down the East Coast. Many times when I approach a major city, whether by air or by road, I can see that the air is brown. That does not have to be a city in California.
What the country is hostage to is the automobile and fossil fuel lobbies that have prevented us from having better standards than we do.
